E-Invoicing & E-Reporting developments in the news in week 25/2026

Europe

France
De Facto Grace Period Taking Shape Despite No Official Delay
France has indicated that penalties for e-invoicing non-compliance will not be applied “immediately or automatically” from September 1, 2026. Leniency will be granted case-by-case for businesses demonstrating genuine compliance efforts and credible remediation plans. Pilot participation remains low, with only 17 out of 127 registered platforms actively exchanging e-invoices. While statutory penalties remain legally enforceable, enforcement will prioritize businesses failing to engage rather than those experiencing technical issues. A built-in fallback clause allows for deferral to December 1, 2026, by decree.

France E-Invoicing Reform: Decision Tree for Foreign Companies without a Fixed Establishment
Foreign businesses registered for VAT in France may be subject to e-reporting obligations rather than e-invoicing, depending on their transaction profiles. The French tax administration (DGFiP) has published a decision tree clarifying these requirements. Obligations are determined by whether the company supplies taxable goods/services in France or is involved in reverse charge transactions. Implementation is phased from September 2026 to 2027, requiring the use of approved platforms (PDPs) and reporting of transaction and, in some cases, payment data. Foreign suppliers are generally excluded from mandatory e-invoicing issuance via the clearance system, instead complying through e-reporting.

Norway
Norwegian Parliament approved mandatory B2B e-invoicing in a first vote
Norway’s Parliament has approved mandatory B2B e-invoicing in its first legislative vote, indicating strong political consensus. The reform introduces a phased compliance timeline: mandatory issuance of e-invoices from January 1, 2027, followed by mandatory receipt and full digital bookkeeping obligations from January 1, 2030. This allows businesses sufficient time to adapt. The obligation applies broadly to all bookkeeping entities, including foreign VAT-registered companies, aligning with EU standards like Peppol and EN16931. This positions Norway as a digitally advanced VAT jurisdiction.

Romania
RO e-Invoice Updates: B2C Rules and CNP Exemption for Individuals
Romania has removed the planned June 1, 2026, RO e-Invoice reporting obligation for certain individuals identified solely by CNP, including freelancers. Individuals without a tax ID are now treated as B2C customers, with invoices using a standard code of 13 zeros instead of a tax identification number. RO e-Invoice can still be used for individuals who voluntarily register. Taxpayers can request deregistration from RO e-Invoice registers. The law also addresses social assistance cards nearing expiry, allowing replacement without loss of remaining balance.

Serbia
Serbia’s Electronic Delivery Notes and Their Separation from Fiscalization
Serbia’s electronic delivery notes are a distinct digital system designed to replace paper delivery notes and are integrated with the Electronic Invoicing System (SEF). They operate independently of Electronic Fiscal Devices and fiscalization rules, which apply exclusively to retail sales to final consumers. E-delivery notes are utilized for logistics, B2B transport, and ownership transfer before goods reach retail. Retail businesses are exempt from issuing e-delivery notes, even when selling to public-sector or corporate buyers under retail terms, if a fiscal receipt with the buyer’s Tax ID is issued.

Slovakia
Slovakia Softens E-Invoicing Rollout, Adds Grace Period and Delays Purchase Reporting
Slovakia’s Finance Ministry is easing its upcoming e-invoicing implementation. A draft VAT Act amendment proposes delaying purchase invoice reporting from January 1, 2027, to July 1, 2030. Additionally, a three-month penalty-free grace period is suggested from January 1 to March 31, 2027. While businesses must still comply from January 2027, penalties will not be enforced during this grace period. The draft, submitted on May 27, 2026, is currently open for public feedback until June 16, 2026.

United Kingdom
E-Invoicing Framework Taking Shape: Stakeholder Co-Design and Peppol Specifications
HMRC and the Department for Business and Trade (DBT) initiated a stakeholder co-design phase in January 2026 to develop the technical and operational approach for the UK’s April 2029 e-invoicing mandate. OpenPeppol established a UK Working Group to create UK-specific Peppol BIS invoice specifications, aligning with the 2029 deadline. A full implementation roadmap is anticipated at Budget 2026 (November 2026). The UK will adopt a decentralized 4-corner Peppol model without real-time clearance, emphasizing interoperability and industry collaboration in its e-invoicing framework.

Africa

Namibia
Namibia Moves to a Phased Three-Year E-Invoicing Rollout
Namibia has revised its planned e-invoicing timetable, moving away from the previously indicated April 2026 start date for VAT-registered taxpayers. Instead of a single launch, the government has repositioned e-invoicing within broader tax reform measures to be implemented over a three-year period running from 2026/2027 to 2028/2029. The change appeared in the 2026/2027 budget statement, which removed the earlier fixed implementation date referenced in the previous year’s budget. This signals a more gradual and phased transition to mandatory digital invoicing rather than an immediate national obligation. Businesses should monitor future legislative detail to understand scope, sequencing, and operational requirements thereafter.

Nigeria
Nigeria to Make Second Wave of E-Invoicing Mandatory from July 2026
Nigeria’s FIRS has confirmed that the second wave of mandatory e-invoicing/e-reporting will commence on July 1, 2026, for taxpayers with annual revenue between N1bn and N5bn. A six-month grace period for penalties will apply, with enforcement beginning in 2027. Taxpayers cannot reclaim VAT on non-e-invoices. The rollout includes a first wave in November 2025 and a final wave for small enterprises in July 2027. FIRS is Nigeria’s national Peppol Authority, with B2B invoices processed via government-backed structured e-invoicing and B2C transactions e-reported within 24 hours.

South Africa
South Africa’s Peppol E-Invoicing Mandate to Begin with Large B2B Businesses
South Africa is set to implement a mandatory e-invoicing system, beginning with large B2B businesses. The South African Revenue Service (SARS) is expected to leverage the Peppol framework for this initiative, aiming to enhance tax compliance and streamline business processes. This phased approach will likely see larger enterprises adopting e-invoicing first, with a gradual rollout to other business segments. The move aligns with global trends towards digital tax administration, promising increased efficiency and reduced administrative burdens for compliant businesses.

Middle East

Oman
Oman Tax Authority to Launch E-Invoicing for Top 100 Taxpayers
The Oman Tax Authority will launch e-invoicing in Q3 2026, initially targeting the 100 largest taxpayers, with voluntary participation for others. This initiative, part of Oman Vision, aims to enhance VAT compliance, transparency, and digital efficiency. Oman is expected to adopt the PEPPOL 5-corner model, incorporating tax authority validation for real-time compliance and fraud reduction. The phased implementation will begin with testing and gradually expand nationwide. Businesses can anticipate benefits such as reduced costs, faster and more accurate invoicing, improved compliance, and enhanced sustainability.

Saudi Arabia
Wave 24 Deadline 30 June 2026 (SAR 375,000 Threshold)
ZATCA’s Wave 24 mandates that all taxpayers with taxable revenue exceeding SAR 375,000 in 2022, 2023, or 2024 must complete Phase 2 (Integration Phase) by June 30, 2026. This marks the lowest threshold to date, significantly expanding the scope of e-invoicing. Affected businesses are required to integrate their e-invoicing systems with ZATCA’s Fatoora platform for real-time clearance, including UUIDs, invoice hashes, and cryptographic signatures. This wave represents a near-completion of Saudi Arabia’s phased integration rollout, which began in January 2023.

United Arab Emirates
UAE E-Invoicing Guidelines Version 1.1: Storage, Advances and Retention Clarified
The UAE’s E-Invoicing Guideline Version 1.1, effective June 1, 2026, maintains the existing scope, timelines, and core Peppol/PINT AE operating model. It provides clarifications on storage, the roles of Access Point Service Providers (ASPs), and the treatment of advance and retention amounts. Businesses remain fully responsible for retaining, protecting, and producing e-invoices and related data for statutory periods, even when storage is outsourced. ASPs must maintain transaction logs, and contracts should specify log retention, access, and support for FTA requests. The guidance also clarifies “storage within the State.”

Global/General
PEPPOL Outgoing Invoice Delivery: How It Works
PEPPOL enables businesses to send structured electronic invoices directly between systems using UBL XML. For successful delivery, both sender and buyer must be registered on the PEPPOL network, and the invoice must include the buyer’s valid Peppol Participant ID. The sending process involves triggering the delivery from an outgoing invoices page, routing the document through the sender’s access point, looking up the recipient via the SMP, and delivering it to the buyer’s access point for automatic processing by their ERP/AP system. Prior approval of the company’s PEPPOL registration is required.

Peppol Issues Critical HotFix for ViDA Tax Data Reporting Framework
OpenPeppol has released a HotFix (version 1.0.0) for the ViDA Tax Data Document (TDD) to correct a critical validation inconsistency affecting intra-EU reporting. The fix temporarily disables a rule that could incorrectly reject compliant tax data submissions, ensuring the continuity of ViDA pilot operations. This update highlights the technical complexities of harmonized EU digital reporting, with further refinements expected before full ViDA implementation. The issue stemmed from missing support for delivery country data in certain intra-community supply scenarios, leading to false validation errors.

EN 16931: Standard Format, Core Data Model, and Compliance Requirements
EN 16931 is the European e-invoicing standard that defines the semantic data model required for interoperable electronic invoices. It specifies the core invoice information needed for exchange, including invoice numbers, dates, supplier and customer details, VAT information, line items, totals, payment terms, and tax breakdowns. The standard is particularly important for public procurement in the European Union and is increasingly relevant to B2B invoicing as digital tax reporting expands. Compliance must be considered at several levels, including the invoice data itself, the applicable specification, and the way sender and receiver systems implement the standard across platforms, ERP systems, and authorities.
