Gambia Advances VAT E-Invoicing and Wider Indirect-Tax Reform

Summary

  • The Gambia is progressing an electronic invoicing system for VAT and other applicable taxes, following regulatory approval and pilot activity in 2026.
  • The 2027 Budget proposals also include VAT on prepaid telecommunications services, review of exemptions and broader taxation of digital supplies and e-commerce.
  • A nationwide technical specification and firm mandatory rollout date have not yet been publicly confirmed, so businesses should monitor formal GRA guidance.

The Gambia is continuing the digitalisation of its VAT administration through an electronic invoicing programme for VAT and other applicable taxes. The Gambia Revenue Authority announced implementation activity in 2026, with the initiative intended to improve compliance, transparency, reporting accuracy and domestic revenue collection. Pilot participation has been used to develop the approach before a wider rollout.

The reform sits within a broader indirect-tax and customs agenda. Budget proposals for 2027 include applying VAT to prepaid telecommunications services, reviewing VAT exemptions, expanding taxation of digital supplies and e-commerce provided by non-residents, and improving transaction-level data available to the tax authority. Electronic invoicing is expected to strengthen the administration’s ability to detect under-declaration and reconcile reported sales with VAT liabilities.

However, businesses should distinguish policy approval from a fully operational mandate. Publicly available sources have not yet confirmed a nationwide mandatory start date, final taxpayer scope, approved invoice format, transmission architecture or detailed onboarding process. Those elements will determine the actual system and compliance impact.

Businesses operating in The Gambia should therefore start with readiness measures that do not depend on the final technical model. These include cleaning customer and product tax master data, validating VAT invoice content, documenting credit-note and cancellation processes, testing the ability to export transaction data and assigning ownership for monitoring GRA announcements. Telecoms, e-commerce and non-resident digital suppliers should separately assess whether the 2027 Budget proposals create new registration, pricing, invoicing or collection obligations once enacted.
