Ireland Updates E-Invoicing Requirements and Timeline

  • Ireland will roll out mandatory structured e-invoicing and real-time VAT digital reporting in phases: 1 November 2028 for large domestic corporates, 1 November 2029 for additional VAT-registered businesses/intra-EU traders, and 1 July 2030 for cross-border EU B2B transactions under ViDA.
  • From 1 November 2028, all businesses in Ireland, including public bodies, must be able to receive structured e-invoices.
  • E-invoices must use the EU standard EN 16931-1; PDF invoices and other unstructured formats will not qualify.
  • Peppol will be the default exchange network and mandatory reporting channel to Revenue, using a five-corner model with invoice data sent to Revenue through a Peppol provider when issued.
  • For domestic transactions, reporting obligations fall on suppliers (with third-party providers allowed to transmit data); for cross-border EU transactions, separate supplier and customer reporting obligations will apply under ViDA.
