Ireland Finance Bill 2026 Advances VAT Modernisation and E-Invoicing Reform

  • Finance (No. 2) Bill 2026 advances Ireland’s VAT modernisation programme, including mandatory electronic invoicing and digital VAT reporting, starting 1 November 2028.
  • From 1 November 2028, VAT-registered large corporates in Ireland must issue e-invoices and report domestic B2B transactions in near real time; all Irish businesses must be able to receive e-invoices from that date.
  • From 1 November 2029, domestic e-invoicing and reporting obligations extend to all VAT-registered businesses engaged in cross-border EU B2B trade.
  • From 1 July 2030, EU-wide mandatory e-invoicing and digital reporting will apply to cross-border EU B2B transactions, requiring Irish businesses to align with the EU regime.
  • The Bill also includes targeted VAT/excise measures for financial services, vaccines for livestock, flat-rate farmers, and certain excise duty categories.
