Qatar updates excise tax framework and increases customs tariffs on selected products

  • Qatar has updated its excise tax framework with Cabinet Decisions No. 30/2026 and No. 31/2026, which enhance compliance requirements, revise valuation and product registration rules, formalize tax warehouse and refund provisions, and strengthen audit and enforcement procedures for excisable goods like energy and sweetened beverages.
  • Simultaneously, Amiri Decree No. (45) of 2026 introduces increased customs tariffs on selected products, including an 18% tariff on specific fresh/chilled chicken products and a 15% tariff on certain agricultural products during peak seasons.
  • Businesses engaged in manufacturing, importing, storing, distributing, or selling excisable goods, as well as importers of affected food and agricultural products, need to assess the impact of these changes on their operations, compliance processes, product classifications, and supply chains.
