Mandatory KSeF with a slight slip on the last straight in the Parliament

• The act introducing mandatory electronic invoicing (KSeF) is close to completion, with the Sejm passing the bill on 18 June and the Senate receiving it on 20 June.
• Although the Sejm made some amendments, they do not significantly affect the functioning of the KSeF.
• However, the Budget and Public Finance Committee in the Senate rejected the bill due to unconstitutional changes to the Civil Service Act.
• The rejection causes confusion, but assuming the ruling camp gathers enough votes, the veto will be overturned at the next Sejm session on 28 July. If not, the bill will fail.
• The amendments include provisions for QR codes on invoices and messages for system failures.
• Statistics show that taxpayers are interested in KSeF, with only a small percentage using it voluntarily.
• The final version of the e-invoice scheme has been published and will be supported in the test environment from July and in production from September.
