- One month after the 1 September 2026 go-live, France’s first reform monitoring committee met on 8 October. According to the ministry’s 9 October communiqué, more than 20 million e-invoices worth over EUR 70 billion had been exchanged, and 75% of VAT-filing companies had designated a receiving platform by 4 October.
- Roughly one in four companies filing VAT returns had therefore not yet designated a receiving platform. Business organisations, chambers of commerce and chartered accountants reported practical obstacles, particularly for smaller companies. The ministry described the start as successful and confirmed that no penalties will apply for the remainder of 2026.
- Designating a platform does not mean software, processes and customer exchanges are fully operational. Large companies and ETIs already issuing should monitor rejection rates, e-reporting flows and supplier onboarding. SMEs and micro-enterprises must issue and e-report from 1 September 2027, so the sanction-free 2026 period should be used for testing.
