- Increase in VAT Rates: The VAT on district heating, hot water, and firewood will rise from 9% to the standard rate of 21%.
- Reduction in VAT for Books: The reduced VAT rate on books and non-periodical publications will decrease from 9% to 5%.
- Increase in VAT for Services: Preferential VAT rates for accommodation services, passenger transport, and cultural events will increase from 9% to 12%.
- New Tax on Insurance Policies: A new 10% tax will apply to all non-life insurance policies, excluding mandatory civil liability insurance for personal vehicles.
If approved by the Seimas before July 1, these changes will take effect on January 1, 2026.
