If the property to be sold was used for VAT-exempt agricultural activities, and the buyer is a flat-rate farmer supplying agricultural products or providing VAT-exempt services, the sale itself remains outside the scope of the subject of VAT. The buyer is therefore not obliged to pay PCC.
