From 16 May 2023, a new union code Y864 will become mandatory for goods imported into the EU with preferential origin from Israel.
According to agreements between the EU and Israel, goods originating in Israeli settlements in areas under Israeli administration since June 1967 have been excluded from preferential tariff treatment under the EU-Israel Association Agreement since 1 February 2005. Since then, the postal code and name of the city, village or industrial zone where the production with origin status has taken place must be indicated on all proofs of preferential origin issued or made out in Israel. With union code Y864, the importer declares that the goods for which preferences are requested do not originate from the Israeli settlements in the areas that have been brought under Israeli administration since June 1967.
The code is given in box 44 of the import declaration, next to the usual Union code for the proof of origin used (movement certificate or origin declaration). If the union code Y864 is not mentioned on the import declaration, the preferential tariff treatment will be refused.
Attention! This code should not be confused with code N864 (declaration of origin (invoice declaration)) on an invoice or other commercial document for shipments with a value greater than €6,000).
E.g.: fabrics with preferential origin Israel is imported on the basis of an invoice containing an invoice declaration for a value of EUR 10,500, the following origin information must be entered in box 44:
- N864: invoice number + date
- Y864 (without additional mention)
