Dutch E-Invoicing Roadmap (ViDA) and Practical VAT Invoicing Obligations

  • Mandatory E-Invoicing and Digital Reporting Timelines: Under the EU VAT in the Digital Age (ViDA) initiative, structured electronic invoicing (EN 16931 standard) becomes mandatory for cross-border EU B2B transactions on 1 July 2030; the Netherlands is also mandating this for domestic B2B transactions on the same date, with mandatory domestic digital reporting following on 1 July 2031.
  • Strict Legal Repercussions for Invoicing Errors: Recent case law demonstrates that any VAT stated on an invoice is legally due even if charged in error by a non-resident supplier, while businesses risk immediate denial of input VAT deductions and statutory fines (up to €6,709) if incoming invoices lack proper substantiation or omit mandatory formal details.
  • Format Transition and Compliance Rules: Businesses must shift from standard PDF files to structured machine-readable formats (such as UBL via networks like Peppol) and avoid frequent administrative pitfalls, including the impermissible use of P.O. Box addresses in place of full physical addresses and improperly addressed recipient details.
