Romania Faces Fiscal Receipt QR Code Penalties as Rules Remain Unfinalized

  • Romanian businesses using electronic fiscal cash registers may face sanctions from 1 November 2026 if QR-code requirements on fiscal receipts are not technically finalized before the current suspension expires.
  • The QR-code obligation was introduced in 2024 under OUG 28/1999, as amended by OUG 69/2024, and requires receipts to include the issue date and time, receipt identification number, and cash register fiscal serial number.
  • The missing piece is the secondary legislation/methodological norms under HG 479/2003, which should specify the technical format, encoding, size, placement, and any verification link for the QR code.
  • Because these technical rules are still unresolved, manufacturers and distributors cannot complete standardized implementations or obtain the necessary approval for AMEF devices, potentially affecting hundreds of thousands of businesses.
