Summary
- From 1 July 2027, Poland plans to prohibit the replacement of fiscal memory in cash registers that record electronic copies. A comparable restriction already applies to devices using paper-copy records. The measure is intended to support the gradual withdrawal of older cash-register technology.
- Once the fiscal memory of an affected device reaches capacity or can no longer be used, the operator may need to retire the register rather than extend its life by replacing the memory. Retailers should therefore consider expected memory capacity when planning cash-register maintenance and replacement budgets.
- The measure forms part of a wider modernisation of Polish sales reporting. Separate changes planned for 2027 will remove cash registers’ invoicing function and further separate consumer receipt issuance from B2B invoicing through the national e-invoicing system, KSeF. Poland plans to extend the prohibition on replacing fiscal memory to cash registers that store electronic copies. According to the reported measure, the restriction will apply from 1 July 2027. A similar rule already applies to older registers that retain paper copies, and the policy objective is the gradual elimination of legacy devices.
The change may shorten the practical life of affected cash registers. Where a register’s fiscal memory becomes full, defective or otherwise unusable, the business would no longer be able to renew the device simply by installing replacement memory. Depending on the final rules and transitional provisions, the register may need to be withdrawn and replaced with compliant equipment.
The development should be considered alongside broader changes to Polish cash-register and invoicing rules. A draft amendment published in 2026 would align cash-register procedures with the implementation of the National e-Invoicing System, or KSeF. Current transitional provisions allow certain invoices to be issued through cash registers only until 31 December 2026. [ksiegowosc.infor.pl], [portalfk.pl]
From 1 January 2027, cash registers are expected to retain their retail sales and receipt function, while B2B invoices will be generated separately under the KSeF framework. Receipts containing a buyer’s tax identification number and not exceeding PLN 450 are also expected to cease functioning as simplified invoices after the end of 2026. [ifirma.pl], [fakturowo.pl]
Businesses should distinguish the 1 January 2027 invoicing changes from the reported 1 July 2027 fiscal-memory restriction. The measures address different issues but may jointly affect point-of-sale architecture, accounting interfaces, staff procedures and hardware investment plans.
Retailers and other businesses using fiscal registers should create an inventory showing the model, age, copy-recording method, remaining fiscal-memory capacity, maintenance status and anticipated replacement date of each register. Contracts with service providers should also be checked to determine whether replacement equipment and technical support will be available.
The restriction should not necessarily require immediate replacement of every electronic-copy register on 1 July 2027. Its practical effect is expected to arise when replacement of fiscal memory would otherwise be necessary. Businesses should nevertheless verify the final legislation and implementing guidance before deciding whether a device can remain in operation.
