Oman Expands Zero VAT to Food, Medical and Veterinary Goods

  • Oman’s Tax Authority has issued three decisions effective October 1 expanding zero-rated VAT to a broader range of food, medical, and veterinary products.
  • The food decision zero-rates essential commodities including breeding/slaughter livestock, meat, fish, dairy, eggs, fruit and vegetables, legumes, coffee, tea, and spices; it repeals Decision No. 65/2021.
  • The medical decision zero-rates medicines, herbal and biological products, medical foods, and equipment for human use, subject to a Ministry of Health release permit; it replaces Decision No. 59/2021.
  • The veterinary decision zero-rates specified veterinary medicines and equipment, including vaccines, sera, antibiotics, vitamins, supplements, and testing tools, subject to a Ministry of Agriculture release permit.
  • The covered items are defined by annexes using Unified Customs Tariff codes to clarify scope and aid implementation.
