SARS Proposes Digital VAT Modernisation with E-Invoicing and AI Assessments

  • SARS has released a consultation paper on a VAT modernisation strategy to move South Africa toward a digital VAT ecosystem.
  • The proposed Digital VAT Model would shift VAT administration from retrospective, declaration-based reporting toward structured e-invoicing, interoperability, e-reporting, and eventually auto-assessments.
  • Businesses will likely need system upgrades: larger firms may need ERP/accounting integration changes, while businesses using paper, spreadsheets, or non-structured invoices will need digital invoicing tools or software upgrades.
  • SARS says an e-invoice must be a structured, machine-readable tax invoice, not a PDF or scanned/email document, and it must support automated validation, matching, accounting integration, and VAT reporting.
  • The model rests on three pillars: e-invoicing, an interoperability framework for secure exchange and validation of invoices, and e-reporting that automatically transmits invoice data to SARS, enabling AI-driven risk-based VAT assessments.
