Germany’s 2027 e-invoicing phase brings schema failures, corrections and receipt controls into focus

Summary

  • Germany’s general transitional concession expires on 31 December 2026. From 1 January 2027, suppliers with preceding-year turnover above €800,000 must generally issue structured e-invoices for qualifying domestic B2B transactions. Smaller suppliers and certain EDI arrangements may continue using transitional alternatives until 31 December 2027. [bundesfina…sterium.de], [bundesfina…sterium.de]
  • A file that fails the required syntax or technical schema is not a valid e-invoice, even if it reaches the recipient’s technical infrastructure. Businesses should distinguish replacement of a schema-invalid file from correction of a technically valid invoice containing incomplete or incorrect mandatory VAT information. • The latest official guidance identified is the German Federal Ministry of Finance e-invoicing FAQ, updated on 23 March 2026. It supplements the detailed BMF letter of 15 October 2025. The more recent VATCalc transition guide is secondary commentary rather than a new official BMF position. [bundesfina…sterium.de], [bundesfina…sterium.de], [vatcalc.com]

Germany is approaching the next important stage of mandatory domestic B2B e-invoicing. The general issuance concession expires on 31 December 2026. From 1 January 2027, suppliers whose preceding-year turnover exceeds €800,000 must generally issue structured e-invoices for qualifying transactions between domestic businesses. Suppliers at or below that threshold, together with certain EDI arrangements, retain transitional relief until 31 December 2027. German businesses have already been required to be capable of receiving e-invoices since 1 January 2025. [bundesfina…sterium.de], [bundesfina…sterium.de]
An e-invoice must use a structured electronic format that permits automated processing. Recognised formats include XRechnung and qualifying versions of ZUGFeRD. Mandatory VAT information must be contained in the structured data. Attachments may provide supporting detail but cannot replace information legally required within the structured invoice. [bundesfina…sterium.de]
The BMF letter of 15 October 2025 distinguishes format errors from business-rule errors. A format error arises where a file does not comply with an accepted syntax or its technical specifications, or does not permit correct and complete extraction of the required information. Such a file is not an e-invoice and is instead treated as an “other invoice” in an electronic format. [bundesfina…sterium.de]
This distinction matters where an invoice reaches the recipient’s technical environment but fails legal schema validation and is rejected before entering the accounting or ERP process. The official guidance does not expressly determine whether arrival at a gateway, mailbox or access point constitutes legal receipt for every VAT, civil-law or contractual purpose. However, technical arrival does not cure a format defect. A schema-invalid file does not become a compliant e-invoice merely because it has entered the recipient’s infrastructure. [bundesfina…sterium.de], [bundesfina…sterium.de]
In that situation, the supplier should be notified of the rejection and asked to submit a compliant structured invoice. Operationally, this may be treated as replacement of the rejected file rather than correction of a valid e-invoice. The original transmission, arrival timestamp, rejection message and validation report should be retained as audit-trail evidence. The rejected document should not proceed to posting or form the basis for input VAT recovery.
A different treatment applies where the original file satisfies the technical e-invoice requirements but contains incomplete or incorrect mandatory VAT information. Once the supplier is subject to mandatory e-invoicing, the correction must generally also be issued as an e-invoice. A subsequent document may correct individual positions, provided it refers specifically and unambiguously to the original invoice. During an applicable statutory transition period, a correction may still be issued in another permitted format. [bundesfina…sterium.de]
Business-rule errors require further analysis. Some may indicate missing mandatory VAT information or inconsistent tax calculations and therefore require correction. Others may concern fields required by a particular format or customer process without necessarily invalidating the invoice for VAT purposes. Technical validation should therefore be combined with substantive VAT-content review. The BMF recommends validation when invoices are created and transmitted, but confirms that validation is not itself an independent condition for tax recognition or input VAT deduction. The latest official material identified is the German Federal Ministry of Finance e-invoicing FAQ, updated on 23 March 2026, which refers to the detailed BMF letters of 15 October 2024 and 15 October 2025. No later e-invoicing-specific BMF letter was identified in the official material reviewed through 17 September 2026. The VATCalc transition guide provides more recent practical commentary but does not constitute additional official guidance. [bundesfina…sterium.de], [bundesfina…sterium.de], [vatcalc.com]
