France Finalizes E-Invoicing Mandate with Accredited Platform Network

  • France finalized its e-invoicing and digital reporting rules with Decree No. 2026-677 and the July 27, 2026 Order.
  • From September 1, 2026, all French businesses must be able to receive e-invoices; large and mid-sized firms must also issue e-invoices and meet e-reporting requirements.
  • From September 1, 2027, these issuance and reporting obligations expand to small, medium, and micro-enterprises.
  • The former Public Invoicing Portal (PPF) is replaced by a network of private accredited platforms that manage invoice exchange, formatting, and tax data transmission.
  • The framework also provides rules for platform switching to ensure seamless mobility and data integrity.
