Norway Proposes Mandatory E-Invoicing from 2027

  • Norway has proposed mandatory e-invoicing for businesses starting 1 January 2027, as part of digital accounting and VAT modernization.
  • The rule would require structured electronic invoices between bookkeeping-liable businesses, including some foreign companies subject to Norwegian bookkeeping rules.
  • Digital bookkeeping is also proposed to become mandatory from 1 January 2030, with systems able to receive and process e-invoices automatically.
  • The expected standard is EHF version 3.0+ (Peppol-based); PDF invoices by email would not qualify.
  • The proposal is still in the legislative process, and further technical details and exemptions will be set out later.
