Commission publishes simplification review of EU Deforestation Regulation

  • The European Commission has published a package of measures to simplify and clarify the implementation of the revised EU Deforestation Regulation (EUDR), aiming for a smooth entry into application by the end of 2026. This includes a report detailing simplification efforts, updated guidance and FAQs, and a draft delegated act on product scope.
  • The announced measures are projected to reduce annual compliance costs for businesses by approximately 75% compared to the original EUDR, primarily through a simplified regime for micro and small primary operators and planned trade facilitation tools like legislative repositories and certification schemes.
  • The package also includes targeted adjustments to the EUDR’s product scope (adding items like soluble coffee and certain palm oil derivatives, while excluding leather and used products) and enhancements to the Information System, featuring a simplified declaration form for smaller operators and improved data integration from national databases.
