Ghana’s VAT Reforms Continue with Digitalization, Expanded Scope, and Stricter Enforcement

  • Ghana’s new VAT Act 2025 (Act 1151) now explicitly taxes digital and telecommunication services from non-residents (excluding online gaming) and significantly increases penalties for non-registration, aiming to boost compliance in the digital economy.
  • The scope of taxable activities has been broadened to include natural resource exploration and traditional product exports, while zero-rated supplies now encompass export-related freight, insurance, and port services, though locally assembled vehicles are no longer zero-rated.
  • The Ghana Revenue Authority is rolling out new digital systems, including the Publican Digital Inspection Solution for Customs by March 2026, to enhance VAT administration, improve monitoring of cross-border transactions, and create a more efficient and transparent trade environment.
