On August 31, 2025, the EU-Canada Mutual Recognition Agreement (MRA) for Authorised Economic Operators (AEO) programmes officially enters into force, which will further facilitate trade and strengthen customs cooperation between the two regions.
This agreement helps to streamline customs processes and enhance supply chain security for businesses for both sides of the Atlantic, recognising the EU’s AEO programme and Canada’s Partners in Protection (PIP) initiative, helping to streamline customs processes and enhance supply chain security for businesses on both sides of the Atlantic. Being authorised under either programme boosts a trader’s reputation as a secure and reliable partner, enhancing marketability and brand strength. This improved reputation stems from the rigorous vetting and compliance requirements of the programmes, which signal to partners and regulators that the company meets high standards for safety, reliability, and trustworthiness.
Furthermore, The MRA assists businesses in managing complex global logistics while maintaining higher security standards. It also facilitates EU-Canada trade by aligning with the World Customs Organization’s (WCO) SAFE Framework and complements the Comprehensive Economic and Trade Agreement (CETA).
Another benefit for traders is reduced inspections and faster clearance times. EU AEOs and Canadian PIP members receive priority treatment at borders, as their status is favourably considered in customs risk assessments. This can lead to fewer inspections and quicker processing of shipments, saving time and costs during periods of trade volatility.
Additionally, the MRA includes a business continuity mechanism for faster customs clearances when trade resumes after disruptions – like security alerts or border closures.
Going forward, customs authorities will promote awareness of the MRA through guidance documents and collaboration with industry stakeholders. Traders are encouraged to update their documentation to reflect AEO/PIP status and take full advantage of the agreement’s benefits.
