The e-Bill law and Regulation on e-Invoicing require all federal contracting authorities in Germany to receive and process electronic invoices by 2020. At the federal state level, authorities must accept e-Invoices from 18 April 2020. The Growth Opportunities Act sets the following timeline for B2B transactions: 1 January 2025 – companies must be able to receive e-Invoices, 1 January 2027 – mandatory e-Invoicing for companies with annual turnover over 800,000 EUR, 1 January 2028 – all companies must issue e-Invoices in EN-16931 format. Paper invoices will be allowed during the transitional period in 2025-2026.
