Based on webinars held in the week of May 23 and June 13, we noticed couple of interesting point on the implementation of mandatory E-Invoicing in Belgium:
- Mandatory B2B E-invoicing would be implemented, with legislative proposal expected in July 2022
- Gradual implementation:
- July 2024 : receipt of e invoices for all Belgian taxpayers & issuance of e invoices for Belgian established taxpayers with annual turnover > 9Mio EUR
- January 2025 : Issuance of e invoice for Belgian established taxpayers with annual turnover > 700K EUR
- July 2025 : Issuance of e invoices for all other Belgian taxpayers
- Applicable to domestic transactions in Belgium, limited to Belgian VAT registered taxpayers (to note that in the case of France and Portugal, the European Commission limited it to taxable persons established domestically. As a consequence, mandatory E-Invoicing would not be applicable for non-Belgian established taxable persons)
- E-Invoicing based on Peppol 4-corner model, with potential extension to the 6-corner model (e-reporting with the tax authorities)
- Hermes platform will remain available for an undefined period of time
- Real Time Reporting probably in a later stage
- No EU approval yet, unclear whether this has been requested already
