Electronic invoices can replace paper ones. One of the priorities of the National Revenue Agency (NRA) this year is the preparation of a concept for the introduction of electronic invoicing in Bulgaria, Trud has learned. The idea is for invoices to be issued by companies entirely online and for the NRA to receive real-time information on invoices.

For this purpose, the software with which the invoices will be issued can be developed by the revenue agency or by private companies, which still offer invoice software.

Recently, an agreement was reached between the NRA and business representatives to allow online retailers not to use cash registers, but to report their turnover by sending data directly to the NRA through the software they use. The introduction of electronic invoices is another step towards the elimination of paper documents that companies exchange and store.

The idea of ​​electronic invoicing is not new. But there have been objections to previous discussions with business. The main concern of some companies is that the NRA will receive real-time information about the issued invoices and the information in them – about the customer, the goods and the price. But even now the revenue agency receives this information, but with some delay – when submitting reports and VAT returns.

Companies that pay their taxes conscientiously should not worry that they will receive the information from the NRA faster. But for other companies, issuing real-time invoices will limit the possibilities for tax evasion. With the introduction of electronic invoices, the possibility of issuing retroactive invoices to justify their costs will be eliminated.

This year, the NRA will discuss the idea with the business again in order to decide whether to introduce electronic invoicing. The question of whether it should be mandatory or optional for each trader must also be answered.

Amendments to Ordinance H-18 will facilitate the activities of online retailers.

There will be relief for online traders in changes in Ordinance H-18 on turnover reporting, which will soon be published in the State Gazette. The restriction to manage other sales of the merchant through the e-shop software will be removed. In addition, online retailers will be able to provide paper receipts, although some customers will be emailed about their purchases.

The changes to the ordinance were released for public discussion last month. The business has already submitted its comments on the new texts and now the changes are to be announced. The end result will be the opportunity for companies to use sales management software registered with the NRA. This change in the VAT Act was adopted at the end of last year, and now it must be reflected in Ordinance H-18.

Through the software of the e-shop, retailers will be able to manage all their sales, according to the changes in the ordinance. When customers pay by bank transfer they will be able to receive an electronic receipt, and when paying in cash they will take a paper receipt. The new texts will facilitate the work of e-shops.

Other changes provide for the introduction of a ban on traders giving their customers a document other than a fiscal receipt, which reads “Fiscal”, “Fiscal”, “Fiscal”, “Fiscal” or derivative phrases. This will not only apply to companies that have these words in their name. The ban is imposed because the requirement to use sales management software approved by the NRA is dropped.
