Benin Draft Budget Offers VAT and Customs Relief for Low-Value E-Commerce Imports

Summary

  • Benin’s draft Finance Law for 2027 reportedly proposes VAT and customs-duty relief for qualifying low-value imports ordered through approved local e-commerce platforms.
  • The reported threshold is a customs value of up to CFA 300,000, subject to electronic ordering and payment conditions.
  • The proposal is not yet final and businesses should monitor the parliamentary text and implementing conditions, particularly platform approval and customs evidence.

Benin’s draft Finance Law for 2027 places e-commerce within a broader package of tax and customs measures. The proposal reported in tax coverage would exempt qualifying goods imported through approved local e-commerce platforms from VAT and customs duties where the customs value does not exceed CFA 300,000 and the order and payment are completed electronically.

The measure could reduce the landed cost of qualifying online purchases, but it is more targeted than a general low-value import exemption. Eligibility appears to depend on the platform’s approved status, the value ceiling and the digital ordering and payment trail. Customs classification, valuation and documentary requirements would therefore remain central to the relief.

The draft was transmitted to the National Assembly after adoption by the Council of Ministers on 7 October 2026. Until the law is enacted and detailed procedures are available, importers and platforms should treat the measure as proposed. Practical questions include how platform approval will work, whether the threshold applies per consignment or order, and what data must be supplied to Customs.
