Budget Falls Short by 686 Billion Tenge in VAT Revenue Over Nine Months

  • Kazakhstan’s republican budget revenue for Jan–Sep 2026 reached 16.53 trillion tenge, with tax revenues at 12.97 trillion tenge, or 100.04% of the period plan.
  • VAT was the main shortfall: 5.92 trillion tenge collected versus a 6.61 trillion tenge plan, leaving a 685.8 billion tenge gap; underperformance was strongest on VAT from EAEU imports and imports from non-Russia/Belarus sources.
  • Corporate income tax from large non-oil businesses fell slightly short at 3.57 trillion tenge, or 98.7% of plan; excise taxes were well below target at 68.1% of plan.
  • Overperformance in mineral extraction tax and export customs duty on crude oil offset the VAT shortfall, with those two taxes together generating 885 billion tenge more than planned.
  • VAT from foreign internet companies exceeded expectations, reaching 70.1 billion tenge, or 172.1% of the nine-month plan and 124.6% of the full-year plan.
