Bolivia Consults on New Invoicing Specifications and Transparent VAT Framework

Bolivia’s National Tax Service, SIN, has launched a public consultation on proposed technical specifications for a new invoicing system.

Resolution RND 102600000034 makes Version 0.0 of the Technical Annex to Law No. 1733 available for review by taxpayers, businesses, IT professionals and developers of proprietary or third-party invoicing systems. Comments, questions and suggested improvements may be submitted until 21 September 2026.  [regfollower.com]

The new system is intended to implement the transparent VAT framework introduced by Law No. 1733. One of the expressly identified changes is the separation of the VAT amount from the net value of the transaction on invoices.

The technical material reportedly covers connectivity, web-service descriptions, validations, document issuance and cancellation, graphic representations, XSD files and XML examples. [regfollower.com]

The authorisation process for systems under the new specifications is scheduled to run from 1 October through 16 November 2026. However, the existing invoicing framework under RND 102100000011 remains fully applicable until the final resolution implementing the new requirements enters into force.
