Romania Applies Maximum 25% Excise Duty Reduction to Standard Diesel for 1 to 15 September 2026

The Romanian Ministry of Finance has announced that the excise duty applicable to standard diesel will be reduced by 25% for the period from 1 to 15 September 2026, inclusive. The measure applies to standard diesel released for consumption and marketed on the Romanian domestic market during that period.
Following the reduction, the effective excise duty is RON 2,103.22 per 1,000 litres or RON 2,489.05 per tonne. The temporary adjustment was determined under the mechanism established by Law No. 162/2026. The law provides for periodic assessments of developments in the international diesel market and Romanian retail fuel prices. Depending on the outcome of each assessment, the excise duty on standard diesel may be reduced progressively by between 5% and 25%.
For the first half of September, the Ministry reported that the relevant Platts diesel quotation had increased by 45.65%, while the average pump price of standard diesel had increased by 25.45%. The measure represents an increase from the 20% reduction applicable during 16 to 31 August 2026. During that earlier period, the effective excise duty was RON 2,243.43 per 1,000 litres or RON 2,654.99 per tonne. The Ministry has indicated that the intervention is intended to limit the transmission of higher international fuel costs through the Romanian economy. The measure is particularly relevant to the transport and logistics sectors, where diesel costs can affect supply chains and ultimately the prices of goods and services. However, the extent to which the excise reduction is reflected in commercial fuel prices may depend on market conditions and pricing decisions.
Businesses involved in releasing, supplying, purchasing or accounting for standard diesel should verify that their excise calculations, invoices and relevant system configurations reflect the rate applicable to the specific release-for-consumption date. Particular attention may be required for transactions spanning the end of August, the first half of September and the next assessment period.
