Qatar Introduces Tiered Excise Tax on Sweetened Drinks from July 2026

  • Qatar’s General Tax Authority will implement a new Excise Tax on sweetened drinks from July 6, 2026, using a Tiered Volumetric Model based on sugar/added sweetener content.
  • Law No. (2) of 2026 expands taxable goods to include sugar-sweetened beverages such as soft drinks, juices, concentrates, powders, and extracts.
  • The tax applies only to packaged products, not beverages made for immediate consumption without sealed packaging.
  • Taxpayers must file a stock disclosure return on the Dhareeba platform within 90 days of July 6, 2026, and pay any tax due within 30 days after filing.
  • Qatar has not yet implemented VAT; this measure concerns Excise Tax only.
