The Government of Anguilla has continued a package of temporary fiscal and energy-support measures intended to reduce the impact of elevated fuel and electricity costs on households and businesses. The measures include the continued suspension of import duty and customs service fees on gasoline and diesel imports. Freight and insurance charges are also excluded from customs-duty calculations for qualifying imports under the temporary customs-valuation arrangements. [anguillafocus.com]
The fuel-import relief was originally introduced for an initial three-month period following the government’s announcement on 30 March 2026. At that stage, the government indicated that import duty and the customs service fee on gasoline and diesel would be suspended, while the applicable goods tax and excise would remain at zero. [anguillafocus.com]
On 14 July 2026, the Anguilla House of Assembly passed the Customs (Temporary Modification of Valuation of Import Duty) (Amendment) Act, 2026 and considered an accompanying motion extending the support. The continued intervention is intended to contain fuel and electricity costs and reduce the associated pressure on imported-goods prices. [anguillafocus.com]
The customs measures operate alongside separate support for electricity customers. The government initially approved a two-month subsidy arrangement under which the electricity fuel surcharge would be supported at a threshold of EC$0.65 per kWh for hotels, villas and guesthouses, and EC$0.42 per kWh for other customer classes. The government would meet the amount above those thresholds under the approved support model. [gov.ai]
The electricity support was subsequently continued through the end of August 2026. The extension is particularly relevant because Anguilla’s electricity fuel surcharge increased significantly during 2026 as the cost of fuel purchased for electricity generation rose. [anguillafocus.com]
From an indirect-tax perspective, the measures should not be treated as a general reduction of every tax or charge connected with energy consumption. The import-duty and customs-service-fee suspension relates specifically to qualifying gasoline and diesel imports. The customs-valuation measure addresses the treatment of freight and insurance when calculating customs duty. The electricity intervention is a separate subsidy arrangement affecting the fuel-surcharge element borne by electricity customers. [anguillafocus.com], [gov.ai]
Importers should therefore retain documentation demonstrating that fuel imports fall within the scope and effective period of the temporary measures. Electricity customers should separately review how the supported surcharge is reflected on their bills rather than accounting for the support as an import-tax adjustment.
