EU Electronic Certificate of Conformity Requirements from November 2026

  • From 5 July 2026, EU vehicle manufacturers must switch from paper Certificates of Conformity to structured electronic CoCs (eCoCs) for newly produced M, N, and O category vehicles.
  • eCoCs must be XML files with eIDAS-compliant XAdES digital signatures to ensure authenticity and legal validity across the EU.
  • Vehicle technical data will be exchanged digitally between manufacturers and authorities via the EUCARIS system.
  • A transition period allows paper CoCs or printed eCoCs for registration until 29 November 2026.
