Congo Republic Switches On Mandatory Certified E-Invoicing (SFEC) from 1 August 2026

On 1 August 2026, Congo’s Directorate General of Taxation and State Property (DGID) began the phased deployment of the certified electronic invoicing system (SFEC) under Decree No. 2026-101 of 31 March 2026.

Phase one covers large and medium-sized enterprises, oil and gas subcontractors and all their service providers and suppliers, regardless of size or tax residence.

Businesses unable to connect via API on go-live may temporarily register on the e.facture online platform to issue certified invoices; derogations are limited to article 29 of the Decree.

The Republic of Congo has moved its certified electronic invoicing system (Système de Facturation Électronique Certifié, SFEC) into its operational phase. On 1 August 2026, the DGID began the phased deployment pursuant to Decree No. 2026-101 of 31 March 2026, with deployment arrangements announced in Communiqué No. 07-8/MFBPP/DGID/P.SFEC of 30 July 2026.

The first phase targets large and medium-sized enterprises, oil and gas subcontractors, and all of their service providers and suppliers, irrespective of size or tax residence. Businesses that had not yet adapted their invoicing systems were required to take compliance measures without delay. The SFEC platform (PGSFEC) supports four invoicing routes – the e.facture web portal, API integration, and certified terminals (TFC and TCC) – enabling real-time certification and transmission of invoice data to the tax administration.

As a transitional accommodation, businesses unable to connect through an API on 1 August 2026 – because they are migrating systems or awaiting validation of their API keys – may temporarily register on the e.facture online platform to issue certified electronic invoices. Derogations from the SFEC requirement may be granted only in the circumstances specified in article 29 of Decree No. 2026-101.
