- Extension to end-2029. Law 32722, published in El Peruano on 10 July 2026 and effective 14 July 2026, extends until 31 December 2029 the tax benefits under Article 3 of Law 30001 for Peruvian nationals returning from abroad, regardless of immigration status. [lpderecho.pe], [elperuano.pe]
- One-time import relief. The regime grants a once-only exemption from import taxes (including VAT/IGV and excise) on household goods up to USD 50,000, one vehicle up to USD 50,000, and work/business equipment up to USD 350,000 — a combined ceiling of USD 450,000. - Continuity, not novelty. The measure re-extends a benefit first introduced under Law 30001 (2013) and previously re-established via Law 31827; one commentator described the extension as “cosmetic,” since it renews rather than expands the incentive. [riotimesonline.com]

Peru has kept the door open for its returning citizens. Through Law 32722, the government has extended, until 31 December 2029, the tax incentives originally set out in Law 30001 (the Economic and Social Reinsertion Law for Returning Migrants). The law was published in the Official Gazette El Peruano on 10 July 2026 and entered into force on 14 July 2026, the day after the prior regime was due to lapse. [lpderecho.pe], [elperuano.pe]
The benefit is a one-time exemption from import taxes — covering VAT (IGV) and excise duty — on certain goods brought home. Eligible returnees can import household goods (menaje de casa) up to USD 50,000, one motor vehicle up to USD 50,000, and instruments, machinery, capital goods, medical devices and other work-related equipment up to USD 350,000, for a combined ceiling of USD 450,000. To qualify, a person must generally have lived abroad continuously for at least three years (two if returning for forced immigration reasons) and use the facility only once. Because the measure renews an existing scheme rather than adding new incentives, at least one tax lawyer characterised it as “cosmetic.” Still, for returning migrants shipping the tools of their trade or a lifetime’s belongings, the continued relief materially lowers the cost of coming home.
