EU Introduces Customs Preferences for Selected Goods Originating in the United States

  • On 25 June 2026 the Council of the EU adopted two Regulations implementing the tariff commitments under the EU-US Joint Statement of 21 August 2025. They convert political commitments into binding EU law, effective from 1 July 2026, following approval by the European Parliament and Council. [consilium.europa.eu], [commission.europa.eu]
  • The Main Regulation eliminates import duties on most US industrial goods (chemicals, pharmaceuticals, plastics, textiles, metals, machinery, vehicles, aircraft), reduces duties on certain fresh produce (with minimum-price protections), and creates 20 duty-free or reduced-duty tariff quotas for US agricultural and seafood products (pork, bison, dairy, cheese, nuts, soybean oil).   • A separate “Lobster Regulation” reinstates the 0% duty on US lobster (extended to prepared/preserved lobster), retroactive to 1 August 2025 with reimbursement of excess duties.
