The VAT CESOP Directive and How It Affects Remote Sellers

Summary
  • The Central Electronic System of Payment information (CESOP) is an EU database, live since 1 January 2024, designed to combat e-commerce VAT fraud by requiring payment service providers (PSPs) to monitor and report cross-border payment data on payees receiving more than 25 cross-border payments per quarter. [quaderno.io][taxation-c….europa.eu]
  • Reported data is aggregated, cross-checked against other EU databases and made available to Eurofisc anti-fraud experts. Only beneficiary data and payment amounts are transmitted — information on consumers and the purpose of payments is excluded, respecting data-protection rules. [taxation-c….europa.eu]
  • CESOP is part of the wider EU e-commerce VAT package (alongside OSS and IOSS) and matters for online businesses anywhere in the world selling to EU customers, as it lets tax authorities detect fraudulent sellers established in other Member States or non-EU countries. [quaderno.io]
