Summary
- France has published updated AFNOR e-invoicing specifications (June/July 2026), replacing the February 2026 versions and establishing the new technical baseline for the country’s mandatory e-invoicing and e-reporting reform. The updated specifications cover XP Z12-012 (business use cases), XP Z12-013 (external API specifications) and XP Z12-014 (functional specifications), and are now the reference documents for software vendors, ERP providers, Partner Dematerialisation Platforms (PDPs) and Partner Applications (PAs). While the phased implementation timetable remains unchanged—beginning in September 2026 for large enterprises and ETIs and extending to SMEs and micro-enterprises in September 2027—the revised standards introduce greater clarity and additional technical detail to support implementation.
- The revised specifications expand business use cases, introduce more detailed invoice lifecycle and status rules, refine API endpoints and validation requirements, and strengthen guidance on end-to-end process flows, security, traceability and auditability. Additional reference data, mappings and annexes have also been incorporated, providing more comprehensive technical guidance for solution providers. These updates require businesses and technology providers to review invoice mappings, VAT and VATEX codes, API integrations, master data, validation rules and workflow configurations to ensure alignment with the latest specifications before mandatory implementation.
- Beyond the technical changes, the update reinforces that France’s e-invoicing reform extends well beyond invoice transmission. Businesses are encouraged to review the entire transaction lifecycle—from contracting and tax coding to invoicing, reporting, payment and reconciliation—to identify outdated processes, manual workarounds and inconsistencies in ERP configurations. With no official announcement of a further postponement of the implementation timetable, organisations should continue preparing by testing real business scenarios, validating integrations with their software providers and PDPs, and updating internal governance and controls in line with the revised specifications.

AFNOR’s publication of the June/July 2026 versions of XP Z12-012, XP Z12-013 and XP Z12-014 establishes the latest technical reference framework for France’s mandatory e-invoicing reform. The updated specifications provide more detailed business rules, API requirements, validation processes and functional guidance for software vendors, ERP providers, PDPs and taxpayers. Although the implementation timeline remains unchanged, the revisions require organisations to reassess their technical implementations, business processes and transaction flows to ensure readiness for the phased rollout beginning in September 2026. The updates also highlight that successful compliance depends not only on technical connectivity but on reviewing the entire invoicing lifecycle and underlying tax processes.
