Serbia makes CRF registration mandatory for B2G e-invoices

Article Serbia has taken a further step in tightening its public procurement e-invoicing framework. From 1 July 2026, every electronic invoice issued through the SEF in the context of a commercial transaction where the recipient is a public sector entity must be registered in the Central Invoice Register (CRF — Centralni registar faktura). This obligation is universal within the B2G scope: it applies regardless of the specific type of public funds user — central government, local authorities, public enterprises or other entities within the public sector.

To help taxpayers and integrators prepare, the Ministry of Finance has made CRF registration available in the DEMO environment of the SEF, both through the user interface and via API. Suppliers to the Serbian public sector, as well as their ERP or e-invoicing service providers, should ensure their systems automatically trigger CRF registration whenever a B2G invoice is issued.
