European Commission Sets Out 2026 ViDA Work Programme to Drive VAT Digitalisation

Summary:

  • The European Commission has released its 2026 Work Programme for VAT in the Digital Age (ViDA), providing a structured roadmap for implementing the EU’s major VAT reform initiative over the coming years. The programme clarifies priorities and timelines for legislative and technical developments needed to modernise VAT across Member States.
  • A central focus of the programme is the development of Digital Reporting Requirements (DRR) and e-invoicing standards, which aim to introduce more real-time or near-real-time VAT reporting across the EU. It also advances work on Single VAT Registration (SVR) to reduce the need for multiple VAT registrations in different countries, and updates rules for the platform economy, particularly regarding VAT obligations for digital marketplaces.
  • The roadmap emphasises gradual implementation, with further consultations, technical specifications, and coordination between Member States expected in 2026. Businesses are encouraged to start aligning their systems (ERP, invoicing, and tax reporting processes) with ViDA-aligned digital data standards, as these changes will significantly reshape VAT compliance and cross-border trade in the EU.
