UK Confirms Peppol-Based E-Invoicing Framework for 2029 Mandate
- The UK government has confirmed plans to introduce mandatory e-invoicing for VAT-related B2B and B2G transactions from April 2029, marking a major shift in the country’s digital tax infrastructure. The announcement forms part of HMRC’s wider tax modernisation strategy aimed at improving efficiency and reducing the tax gap.
- A key decision in the roadmap is the adoption of Peppol as the core interoperability network, meaning businesses will exchange structured e-invoices through a decentralised “4-corner” model rather than a central clearance system. Real-time reporting to HMRC will not be included in the initial 2029 phase, but may be considered later.
- The government is expected to publish detailed technical standards and an implementation roadmap in 2026. Businesses are therefore encouraged to start preparing early by aligning ERP and invoicing systems with Peppol standards (such as EN 16931 / BIS formats) to ensure compliance once the mandate becomes active.
