- New mandatory e-invoicing wave: Paraguay’s National Directorate of Tax Revenues (DNIT) issued General Resolution No. 52, designating approximately 3,000 new taxpayers as electronic billers and partially modifying the earlier General Resolution No. 21/2024, as part of the country’s progressive rollout of mandatory electronic invoicing.
- Phased implementation in six groups: The resolution establishes six groups of taxpayers who must begin issuing electronic invoices according to a defined schedule set out in the annex to the regulation, ensuring a structured and gradual onboarding into the Integrated Electronic Invoicing System (SIFEN).
- Path toward universal e-invoicing: The progressive incorporation of taxpayers into SIFEN strengthens traceability, authenticity, and integrity of tax documentation, contributing to greater efficiency and transparency in Paraguay’s tax administration — moving the country closer to full universalization of electronic tax documents.
