Croatia’s Parliament is considering raising the Value Added Tax (VAT) registration threshold from €40,000 to €60,000. If approved, this change will provide relief for small businesses and simplify compliance. The proposal also includes a new VAT threshold of €100,000 under the SME Special Scheme starting in 2025, allowing Croatian businesses to sell VAT-exempt goods and services across the EU. Eligibility is limited to resident businesses in Croatia, and certain categories such as farmers and property letting are excluded from the threshold benefits. Businesses below the new threshold can voluntarily opt for VAT registration.
