ForReg not possible for VAT and corporate tax returns of Belgian companies from abroad

Belgian companies that wish to have their VAT and corporate tax returns submitted from abroad (either via a foreign representative, a foreign shared service center, or foreign software) cannot use ForReg. ForReg is the application that allows the FPS Finance to grant access to its applications to people without a Belgian authentication method (eID, Itsme and TOTP) or eIDAS.

ForReg is only intended for:

  • foreign job holders, registered in the Crossroads Bank for Enterprises (CBE), who do not have a Belgian authentication method (eID, Itsme, TOTP) or eIDAS, regardless of the legal form
  • foreign employees of a company with the legal form ‘Foreign entity’ (legal form in CBE), when there are no employees or job holders who have a Belgian authentication method (eID, Itsme, TOTP) or eIDAS

We will refuse all other requests. In those cases, there is an alternative to having the declarations submitted by a person who has a Belgian authentication method (eID, Itsme, TOTP) or eIDAS.

In order for employees of a company to be able to continue to act on behalf of that company after the deactivation of the commercial certificates, the legal representative (or equivalent position) must assign them specific roles for the application, regardless of how they apply.

We note that a number of Belgian companies apply for ForReg registration in order to be able to work through a foreign representative. That is not the intention. ForReg is an exceptional measure to provide a solution for companies that do not have the opportunity to work via the existing authentication methods.
