Panama sets mandatory e-invoicing deadline for certain exempted taxpayers

Panama’s tax authority has allowed certain taxpayers to be exempt from using fiscal devices for issuing invoices, but now they must adhere to a mandatory deadline for e-invoicing. A resolution has been published to establish the deadline for these exempted taxpayers to migrate to the mandatory issuance of e-invoices under Panama’s E-invoicing System (SFEP). The resolution sets March 1, 2024, as the expiry date for all fiscal equipment exemption certificates without an expiry date, after which all taxpayers must start issuing e-invoices via the SFEP. This expansion of the e-invoicing system shows that the DGI is making efforts to include additional taxpayers under the e-invoicing obligation and to make it the standard means of invoice issuance.
