Reduced VAT rate for demolition and reconstruction of buildings and installation of heat pumps

  • A new law proposal has been submitted in the Chamber on November 23, 2023, regarding the demolition and reconstruction of buildings and the installation of heat pumps.
  • The existing permanent and temporary regulations regarding demolition and reconstruction will be abolished, and a new definitive regulation will be implemented starting from January 1, 2024.
  • The reduced VAT rate of 6% will only apply to demolition and reconstruction work of a building for the construction of a residential property on the same plot, intended for the owner’s own residence or for social rental.
  • The “social conditions” under the temporary regulation, such as the requirement for the property to be the owner’s only residence, maximum habitable area of 200 m2, domicile requirement, or intended for social rental, will still apply under the new regulation.
  • The sale of a reconstructed property is no longer targeted.
  • There are two transitional measures in place.
  • The reduced VAT rate of 6% for the supply and installation of heat pumps in or near residential properties will be extended until December 31, 2024, with the exception of heat pumps combined with another heating device connected to the same hydronic heating distribution system using a different energy source.
