The German upper house of parliament, the Bundesrat, has rejected the Growth Opportunities Act, which includes changes to VAT law regarding e-invoicing and other tax measures. Germany is in the process of implementing mandatory e-invoicing for domestic B2B transactions, with a revised timeline for implementation starting in January 2027 for large taxpayers. The Act will now be reviewed by the Mediation Committee of parliament.
