How should a developer settle fees charged from future owners of premises in VAT?

Company X (active VAT payer) is a developer. Pursuant to the development agreement, the future owner of the premises will accept the property before concluding a notarial deed – an agreement for the transfer of ownership of the residential premises, and after the future buyer has paid the price for the premises.
