- VAT increases from 5% to 9% for various goods and services, including school textbooks, books, newspapers, magazines, access to certain cultural sites, and the delivery of social housing.
- However, there is a reduced rate of 9% for natural persons who purchase a single house worth up to 600,000 lei (excluding VAT) starting from September 1, 2023.
- Firewood and wood scraps are also subject to the increased VAT rate, except for deliveries made to natural persons as end-users for heating fuel, based on a self-responsible declaration.
- The delivery of thermal energy during the cold season is exempt from the increased VAT rate for certain categories of consumers, such as the population, hospitals, and social service providers.
- The delivery and installation of high-efficiency, low-emission heating systems, including photovoltaic panels, solar thermal panels, and heat pumps, are also subject to the increased VAT rate, except for those intended for central or local public administration buildings.
