eInvoicing Country Factsheets for each Member State & other countries

  • Latvia has implemented several laws and regulations related to eInvoicing, including the use of electronic addresses for government institutions and registered legal entities, as well as the mandatory acceptance of eInvoices by public contracting authorities, public service providers, and public partners.
  • The eInvoices Connecting Europe Facility (CEF) Project Latvia has developed an eInvoicing solution compliant with the European standard on eInvoicing, which is based on the existing Latvian national Secure Electronic Delivery Platform (eAddress).
  • The solution includes eInvoicing integration in eAddress, a section on www.latvija.gov.lv for eInvoice preparation, display, submission, and receipt, a Public eInvoicing API library for transmission between different accounting systems, and connection with the Peppol network for interoperability and connectivity with other EU Member States.
  • Public contracting authorities can receive eInvoices through email, service provider solutions, or the eAddress platform.
  • No electronic signature is required, and the archiving period varies from 5 to 10 years depending on the type of invoice.
  • B2G eInvoicing is mandatory for all contracting authorities starting from April 2020, and authentication is done through eID card, eParaksts, eParaksts Mobile, or Eidas.
