How does E-Invoicing work in Ukraine

In Ukraine, e-invoicing is regulated by the Law of Ukraine “On Electronic Commerce” and the Order of the Ministry of Finance of Ukraine “On Approval of the Procedure for Issuing and Processing Electronic Invoices,” both of which were adopted in 2012.

E-invoicing in Ukraine is managed through the ProZorro e-procurement system. The system allows suppliers to create electronic invoices and submit them to buyers for approval. The ProZorro system supports various electronic document formats, including XML, PDF, and EDIFACT.

To use e-invoicing in Ukraine, both the buyer and the supplier must have an electronic digital signature (EDS) and be registered on the ProZorro platform. The EDS is used to sign and verify electronic documents, ensuring their authenticity and integrity.

Once the supplier has created an electronic invoice, it is submitted to the buyer through the ProZorro system. The buyer then reviews and approves the invoice, after which it is automatically sent to the accounting system for payment processing.

In Ukraine, e-invoicing is mandatory for all public procurement, and private companies are also encouraged to use e-invoicing to improve efficiency and reduce costs. The Ukrainian government aims to increase the adoption of e-invoicing to 95% by 2025.
