The European Union (EU) customs definition of exporter and its influence on
value-added tax (VAT) has been affecting export businesses operating in some
countries in Eastern Europe for a number of years. Recent developments in the
region, for example, in Poland and Bulgaria, may challenge some exporters’
supply chain models and may require them to adjust them to benefit from VAT
free exportations.
